In most countries, it is a law to maintain a valid Air Operator Certificate (AOC) in order to fly passengers from "Point A to Point B". The AOC certification assures you, the customer, that the proper levels of ongoing pilot proficiency training, maintenance procedures, insurance coverage and operational safety meet an international standard. Aircraft charter operators must maintain insurance coverage in the event of an incident. If an Operator is performing operations outside of the scope of their certification, Insurance will not cover the pilot, the aircraft or you the customer.
